Abstract: In this paper, the problem of of (BCNs) with multiple s in both states and controls is investigated. First, the problem of BCNs with multiple s in controls is considered. For this problem, a matrix is constructed by defining a new product of matrices, based on which a necessary and sufficient condition is obtained. Then, the of BCNs with multiple s in states is studied by giving a necessary and sufficient condition. Subsequently, based on these results, a matrix for BCNs with multiple s in both states and controls is proposed that provides a concise condition. Finally, two examples are given to illustrate the main results.

Scientific Connotation and Development Strategy of Standard Reference Data

Abstract:

Standard reference data is a type of high-quality scientific data and has both metrological and technical standard attributes; therefore, it is an important national science foundation and strategic resources. Research on the standard reference data in China lags significantly behind the advanced world level, causing potential risks to scientific research and production. This study explores the scientific connotation, extended characteristics, and strategic values of standard reference data, and analyzes the progress, management system, international influence, and practical application of standard reference data in the United States. Moreover, the current status of standard reference data development in China is viewed, key problems such as unclear concept, insufficient top-level design, lack of data resource accumulation, and missing management system are highlighted, and a construction path for standard reference data in China is proposed. Furthermore, the study recommends establishing a sound policy system for standard reference data, strengthening the financial guarantee for relevant research, strengthening publicity and education to accelerate the cultivation of talents, and encouraging international cooperation.

Abstract:

During the coronavirus disease 2019 (COVID-19) emergency, many hospitals were built or renovated around the world to meet the challenges posed by the rising number of infected cases. Environmental management in the hospital life cycle is vital in preventing nosocomial infection and includes many infection control procedures. In certain urgent situations, a hospital must be completed quickly, and work process approval and supervision must therefore be accelerated. Thus, many works cannot be checked in detail. This results in a lack of work liability control and increases the difficulty of ensuring the fulfillment of key infection prevention measures. This study investigates how blockchain technology can transform the work quality inspection workflow to assist in nosocomial infection control under a fast delivery requirement. A blockchain-based life-cycle environmental management framework is proposed to track the fulfillment of crucial infection control measures in the design, construction, and operation stages of hospitals. The proposed framework allows for work quality checking after the work is completed, when some work cannot be checked on time. Illustrative use cases are selected to demonstrate the capabilities of the developed solution. This study provides new insights into applying blockchain technology to address the challenge of environmental management brought by rapid delivery requirements.
